AB 64 (Donnelly & Linder ) Was amended in the Senate July 1, and topic changed to Vehicles: fifth-wheel travel trailers. Hearing date set for Aug. 12 in Senate Appropriations. (as of July 18, 2013).

AB64 - Amended Aug. 27, 2013 and is ordered to a third reading in the Senate. To read the amendments go to and type in search for Bill No. AB64

SB 234 (Senator Walters & principal coauthor Assembly Member Donnelly) Passed the Senate Transportation Committee! (as of 4/29/13) was headed to the Assembly. Tentative hearing date June 17 in the Assembly Transportation Committee. (June 10, bill amended) As of June 28 this bill is held over for a hearing date in August. Bill was heard on the Assembly floor August 8th, Urgency clause adopted. Passed (by a vote of 77 Ayes), and ordered to the Senate.

August 12 - In Senate. Concurrence in Assembly amendments pending.

August 15- SB234 passed out of the Senate on a concurrence vote of 38-0 and is finally headed to the Governor's desk. This bill will allow aftermarket back seats, grab bars, and roll cages to Side X Sides built before January 1, 2014.
August 27 - Approved by Governor Jerry Brown and filed with the Secretary of State; This bill amends Sections 38603 and 38604 of the Vehicle Code, relating to recreational off-highway vehicles, and declaring the urgency thereof, to take effect immediately.

What You Need to Know About AB 1595
ROHV = Recreational Off-Highway Vehicles
What AB 1595 does to ROHV's (Rhinos, Razors, Etc.)

AB1595 (Paul Coook) introduced,  passed, signed by the Governor and goes into effect January 1, 2013.
Then quickly another bill was introduced, AB1266 (Jim Nielsen) to amend some of the items in AB1595.
it too passed and was signed by Governor Brown.

These are the amended items and go into Effect July 1, 2013.

Requires ALL Drivers and Passengers regardless of age to wear D.O.T. helmets.
Requires factory installed passenger seats and roll cage. (Aftermarket passenger seats and roll cages will be illegal whether or not they were professionally installed.)
Requires drivers to be 16 years old unless accompanied by an adult.
Requires factory installed seat belts and shoulder straps. No aftermarket belts or straps.

AB1266 did not fix all of the problems with AB1595, it only "bought" you a little compliance time ...
